Here you will find questions and answers about the security situation in Europe and its effects on Estonia. The material is being updated!
If I have been granted temporary protection, can I travel back to Ukraine temporarily?
Yes, you can. You do not need to inform the Police and Border Guard Department about your temporary departure.
Ukrainian employees terminated their employment contracts with the employer in order to go and help their home country. Does this automatically cancel their residence permit?
If a foreigner has a valid residence permit to reside in Estonia, it does not become automatically invalid if the person leaves Estonia. Foreigners who have a residence permit are allowed to move freely, to leave and enter Estonia.
Are Ukrainian citizens allowed to transit through Estonia to get to their home country?
Yes, vaccinated, unvaccinated, as well as recovered foreigners are allowed to cross the national border if they are travelling through the territory of Estonia without delay (so-called transit) in order to reach their country of residence.
The Police and Border Guard Board is thoroughly checking the vehicles and people coming to Estonia and is giving the Ukrainian citizens who reach border crossing points information on how to continue travelling towards their home country through Estonia.
How can Ukrainians get to their home country from Estonia?
Due to the military activities of Russia, we are recommending to completely avoid travelling to Ukraine.
The Ukrainian air space is currently closed and travelling to the country is significantly hindered. Air traffic is operation in countries neighbouring Ukraine but routes that take to regions and countries (Russia, Belarus) connected to the armed conflict should be avoided.
Who do I need to inform, if I have been granted temporary protection and I leave permanently for Ukraine or another country?
In that case, it is essential to inform the local authority where your place of residence is registered. You should also inform the police by writing to See e-posti aadress on spämmirobotite eest kaitstud. Selle nägemiseks peab su veebilehitsejas olema JavaSkript sisse lülitatud.. If you are registered as unemployed and plan to leave for Ukraine, you should also inform your consultant at the Estonian Unemployment Insurance Fund (Töötukassa).
Am I allowed to travel to Belarus or Russia?
- Due to the military activity, we are recommending to not travel to Belarus and Russia unless there is an urgent need. We are asking that Estonian citizens currently in these countries consider the importance of their stay there and return to Estonia if possible.
- Travel to areas bordering Ukraine should be avoided completely.
- We ask that Estonian citizens currently in Belarus and Russia make sure to register their stay on the reisitargalt.vm.ee web page (in Estonian) of the Ministry of Foreign Affairs.
Am I allowed to travel to Ukraine?
Due to Russian military activity, we are recommending to totally avoid travelling to Ukraine.
We are requesting that Estonian citizens make sure to register their stay in Ukraine on the reisitargalt.ee web page (in Estonian) of the Ministry of Foreign Affairs or call the consular assistance phone line +372 5301 9999 (operating 24/7).
We are asking that Estonian citizens staying in Ukraine leave at first opportunity and return to Estonia.
If I urgently need to go to Ukraine right now, what do I need to take into account?
Due to Russia's military activities, we are recommending to completely avoid travelling to Ukraine.
We are requesting that Estonian citizens make sure to register their stay in Ukraine on the reisitargalt.ee web page (in Estonian) of the Ministry of Foreign Affairs or call +372 5301 9999 (the consular assistance phone line is operating 24/7).
How can Ukrainian freight carriers travel through Estonia? Do they have to have a transport permit? Has a travel corridor been organised?
As an exception, the Tax and Customs Board and the Police and Border Guard Board are allowing trucks returning from Finland to Ukraine and other European countries to transit the territory of Estonia without an Estonian transport permit, as the Russian route used thus far is unusable due to Russia's unsubstantiated aggression. The exception does not cover Russian and Belarusian freight carriers.
In contact with an Estonian police or border official, the objective of the trip is established and if this is a trip covered by the exception, the freight carrier is allowed to continue his trip through Estonia without the regularly required Estonian transport permit. This is an extraordinary situation and the Ukrainian Ministry of Infrastructure has also submitted the same request to Latvia and Lithuania, so that stranded Ukrainian freight carriers would be able to return to their home country.
