At the AI Safety Summit in the UK, Ukraine signed an international declaration on the safe development of artificial intelligence.
According to the Declaration, the participating countries agree that AI should be designed, developed, deployed, and used in a safe, reliable, responsible, and human-centered manner to promote inclusive economic growth, sustainable development and innovation, and protect human rights and fundamental freedoms. This also applies to public services such as health and education, food security, science, clean energy, biodiversity and climate.
In international cooperation, countries should consider the importance of a pro-innovative and proportionate governance and regulatory approach that maximizes the benefits and takes into account the risks associated with AI, which may include the establishment, where appropriate, of a risk classification and categorization based on national circumstances and the applicable legal framework.
Among the risks associated with artificial intelligence that need to be addressed through international cooperation, the Declaration highlights
- potential intentional misuse;
- unintentional control issues related to alignment with human intent.
Risks are particularly dangerous in the areas of cybersecurity and biotechnology, as well as where advanced AI systems can amplify disinformation. Therefore, developers of AI systems that are extremely powerful and potentially harmful should ensure transparency and accountability regarding plans to monitor, measure, and mitigate potential negative effects.
To address these risks, Member States, both at the national level and in the framework of international cooperation, should focus on
Identifying AI security risks;
Developing appropriate risk-based policies to ensure security (introducing appropriate assessment indicators, tools for security verification, developing relevant public sector capabilities and research).
To implement the tasks set out in the Declaration, the participating countries will support an international network of AI security research, including through existing international forums and other initiatives dedicated to AI security.
Separately, the participating countries noted the need and relevance of cooperation in the development of common principles and codes of conduct that will promote the safe operation of AI.
