Estonian digital transformation expertise has reached 16 countries across three continents, supported by European Union funding totaling €79 million. In collaboration with Estonian IT companies, the e-Governance Academy has shared digital government solutions and experiences with the governments of Ukraine, Moldova, Georgia, Kyrgyzstan, Albania, Bosnia-Herzegovina, Kosovo, Montenegro, Northern Macedonia, and Serbia.

Additionally, consultations are being provided to the governments of Turkey and Armenia, while cooperation continues with Chile, Costa Rica, El Salvador, and Guatemala.

Hannes Astok, executive director of the e-Governance Academy, highlighted the significance of EU membership in fostering Estonia's development and security. He stated, “EU membership has been crucial for the development and security of the Estonian state. But it has also promoted the spread of Estonian expertise in digital transformation and inspired many countries to follow the example of the Estonian digital society.”

Over 50 experts from the e-Governance Academy, along with more than 50 experts from the public sector and Estonian IT companies such as Cybernetica, Aktors, and CybExer Technologies, have been involved in these initiatives.

Key Achievements by Country

Ukraine:
EU investment of around €51 million has enhanced digital infrastructure, public service delivery, and cybersecurity. Notable achievements include:
- Development and implementation of the Trembita data exchange system
- Improvement of digital public services
- Creation of new digital services
- Strengthening of cybersecurity
- Mutual recognition of Ukrainian digital identity in the EU

Moldova:
With EU funding of €7 million, Moldova has:
- Established the National Agency for Cyber Security
- Developed new cybersecurity legislation
- Raised awareness on online safety
- Strengthened cyber defenses, enhancing resilience in cyberspace

Georgia:
EU funding of around €7 million has:
- Strengthened cyber defense
- Promoted digital literacy among citizens

Western Balkans:
EU funding of €7 million has focused on:
- Improving cybersecurity resilience
- Capacity building, crucial for regional cooperation and enhancing local cybersecurity expertise

Kyrgyzstan:
The EU-funded €2 million project has:
- Improved digital service delivery through the Tunduk data exchange platform
- Laid the foundation for improving digital skills
- Raised awareness of data protection and cybersecurity among government officials

These collaborative efforts underscore Estonia’s pivotal role in advancing global digital transformation and strengthening cybersecurity through the dissemination of its digital governance expertise.
